With a bachelor’s degree in physical engineering and a master’s degree in public administration, Jacques Bélanger has more than 35 years of experience in facilities management as well as in planning and development of management information systems. His work experience includes 12 years in managing technical services for parapublic institutions and 10 years in research and development with software development firms.
He has acted as an expert advisor to senior management of numerous institutions in such areas as administrative process reengineering and physical plant planning and management and has led large scale projects involving master plans, business plans, competitive benchmarking, construction and renovation and reorganization of technical services, using a methodology that promotes optimization of total ownership and lifecycle costs.
